H.E.s Ministers of Commerce and Finance Inaugurate “Eltzam” E-Service to Verify the Commitment of Commercial Institutions

​Aims at Facilitating and Speeding up Bids Procedures, Financial Authorization and Payment, also for Raising the Transparency Level
 
His Excellency the Minister of Commerce and Investment, Dr. Majid bin Abdullah Al Qassabi, and His Excellency the Minister of Finance, Mr. Mohammed bin Abdullah Al-Jada’an, inaugurated on Monday, 03.09.1438 H, corresponding to 29.05.2017 AD, in Jeddah, “Eltzam" e-service, which is considered one of the initiatives of the National Transformation Program 2020, for the enhancement of electronic transactions and for the realization of the Kingdom’s Vision 2030. This e-service aims at supporting and facilitating the governmental procedures, related to the private sector, to ensure authenticity and reliability based on technology.
 
At the current phase, “Eltzam” E-Service aims at verifying the main requirements and commitment needed by the government from the private sector, through one electronic, consolidated and integrated service. This will help speeding up the government procedures and requirements, saving time and effort by eliminating paper work and relying on e-link. Thus ensuring transparency and credibility in the quality of data provided. The commercial institutions can also verify the extent of their compliance with the government requirements electronically and know their establishments’ legal and official status prior to applying for any government transaction, such as the validity of the Commercial Registration, Zakat and Income Certificate, Saudization Certificate, the scope of the establishment (relevant to Saudization rate), the validity of Chamber of Commerce membership and other government services and requirements.
 
H.E. Eng. Majid Al Bawardi, MCI Deputy Minister, said that “Eltzam" e-service, in its current phase, will be used by government agencies to ensure the commitment of the commercial establishments with the requirements of each service provided. This e-service can be used as well by the commercial establishments to verify and know their regulatory status easily and with full transparency before applying for any government services, through the link: Eltzam.sa
 
For his part, Undersecretary of the Ministry of Finance for Technical and Development Affairs, Mr. Ahmed Al-Suwayan said that the pilot of this e-service was successfully launched on the Ministry of Finance, Zakat and Income Authority and Customs Dept., taking advantage of this e-service in speeding up the completion of government work, such as the issuance of authorizations, payment of bills and receivables without any paper work. This e-service will be applied at all government agencies.
