Introduction to open data:
Open data is a specific set of machine-readable public information that is available freely and without limits to the public via a national open data platform and can be utilized or shared by any individual, public or private entity.

Goal of open data:
  • 1- Allow individuals to obtain a better understanding of how the Ministry operates by making open data available.
  • 2- Transparency can be increased by giving users access to open data.​
  • 3- In order to encourage innovation and economic progress, data should be used by institutions and individuals to produce new value-added services.
  • 4-By doing research and studies based on published data and statistics, you can stimulate and promote scientific research.
  • 5- Create a favorable climate for business growth.

Principles of Open Data:

Data should be made available This principle assures that the data of public entities is accessible to all through disclosure, access, or use, unless the nature of the data necessitates that it not be revealed, should be protected, or confidential.
Open form and automated reading: Data is made available and provided in machine-readable formats that allow for automatic processing and storage in commonly used file formats such as: CSV, XLS, JSON or XML.
Freshness of data The most recent Data Sets are published on a regular basis and made available to everyone as they become available. When possible, data gathered by public entities are published as soon as they are collected, and precedence is given to data of decreasing usefulness over time.
- Comprehensiveness: : Open data sets must be as detailed as feasible and reflect recorded data that is not conflicting with the personal data protection policy. Metadata that clarifies and explains the preliminary data, as well as explanations or equations that describe how the data is retrieved or produced, should be included.
Non-discrimination : Data sets must be made available to everybody without discrimination or registration. Anyone, at any time, can access public open data without having to prove their identity or offer a reason for doing so.
- No cost: Open data should be made freely available to everyone.
Open data licensing in the KingdomOpen data is subject to a license, which specifies the frequency with which it can be used as well as the terms, obligations, and limits imposed on the user. The usage of open data also implies acceptance of the licensing terms.
Creation of a governance model: Inclusiveness makes open data accessible and inclusive, improves public transparency and accountability, and aids decision-making and service delivery.
- Comprehensive growth and innovation:  ​ The entities play an active role in encouraging open data reuse and providing the required resources and skills. The entities must collaborate with stakeholders to empower the next generation of open data innovators and to engage individuals, entities, and everyone in general in launching open data capabilities.

  • We endeavor to make the open data, that is liable to be disclosed, available for all through our website, or through the National Open Data Portal, or both.
  • We provide open data in automatic and readable formats (XLS, XML).
  • We update the available open data periodically every year.
  • We provide comprehensive open data with the largest amount of disclosure details available.
  • Access to open data is available for all and does not require a login.
  • Open data is free for everyone.

General rules for open data:

  • When starting the process of preparing open data, which is liable to be disclosed, we do the classification within a group of data based on the idea how far it is useful. We take into account its accuracy, consistency, updating, and who are the parties or people that can benefit from it. This is to achieve the highest degree of benefit from the data provided.
  • After preparing the open data, we publish it according to its priority and importance through our website or through the National Open Data Portal, or both, taking into account the quality of the data, its accuracy and how far it is updated periodically.
  • At the last stage, we monitor the open data performance and the rate of being used. Also we study the new data applications, so that we can re-arrange the data according to the need.
The main principles and general rules for freedom of information
  • What is open data?

    Open data’ refers to the data offered to all users of Ministry of Commerce electronic portal, aims to enhance participation and raise the level of knowledge. All users have to be aware of the policy of using such data and the related updating, and all the open data available on the e-portal is strictly for awareness purposes.

  • OPEN DATA USERS:

    Ministry of Commerce makes it available for all e-portal users to access open data. They may use such data at their own personal responsibility. Furthermore, it is a right guaranteed to all users free of charge.

  • Open Data Users’ Responsibility:

    Open data users shall be responsible for re-using the data available at the Ministry of Commerce e-Portal, provided that re-using of such data must not result in any errors related to the content of data, its source and history.

  • Ministry of Commerce Responsibility:

    Ministry of Commerce shall not be held responsible for any damage or misuse experienced by others as a result of using such data available on its e-Portal. Nor shall Ministry of Commerce guarantee the continuity of such data or part of it. Moreover, the Ministry shall not be held responsible towards the users of this data, and whatever damage or loss that might incur on them, as a result of re-using such data.

  • Terms of Reusing the Data:

    • The user must not distort the data or its source.
    • The data must not be used for political purposes, or to support illegal or criminal activity, or to be used in racist or discriminatory expressions, or in bringing about negative influence in culture or equality, or in provoking any behavior that is illegal or contrary to the customs and traditions of the Kingdom.
    • When using such data, its source should be mentioned (Ministry of Commerce e-Portal).
    • The source of the reused data must be referred to, by adding the link of Ministry of Commerce e-Portal, so as to maintain the intellectual property of the data, as well as the credibility and validity of its source.

  • Real-time data display has been developed by reviewing commercial data by searching the commercial registration number or name. The service also allows users to search by commercial activity or commercial entity, or by selecting the city.Through the search engine, the service user can view the commercial registration information, the status of the record, the capital, the registered phone, the date of issuance and expiration of the register, in addition to the details of the sub-records directly and updated from the database.
