 Ministries of Commerce and Industry and Mineral Resources announce implementation of amendments to the Precious Metals and Gemstones Law

The Ministries of Commerce and Industry and Mineral Resources announced the commencement of the Cabinet Resolution No. (269), concerning amendments to several articles of the Precious Metals and Gemstones Law, effective October 11, 2025. The resolution transfers all responsibilities related to supervision, regulation, and licensing of the precious metals and gemstones industry from the Ministry of Commerce to the Ministry of Industry and Mineral Resources. It also notes the issuance of the Executive Regulations of the Law by a decision of the Minister of Commerce in coordination with the Minister of Industry and Mineral Resources, which include detailed provisions of the Law.

Under the amendments, the Ministry of Commerce will oversee the trade of precious metals, gemstones, and their products, including plated, coated, or inlaid items, as well as supervise retail outlets. Meanwhile, the Ministry of Industry and Mineral Resources will supervise the manufacturing of such products and regulate industrial establishments in the sector.

The amendments stipulate that practicing any activity related to the manufacturing of precious metals or gemstones requires obtaining an industrial license from the Ministry of Industry and Mineral Resources. Additionally, the Ministry of Commerce—jointly with the Ministry of Industry and Mineral Resources—may require manufacturers to use distinctive hallmarking symbols registered in accordance with regulatory provisions.

The amended regulation includes several key provisions, such as removing the tolerance allowance of up to four karats previously accepted as part of the legal standard. It also requires attaching an identification tag to any jewelry item set with gemstones, containing all necessary disclosure details. Furthermore, it prohibits advertising any precious metal or gemstone products without clearly stating the type, weight, fineness, and price of each item according to its nature.

The regulation also obliges establishments to issue a special invoice when purchasing items from individuals, including the seller’s name, ID number, and nationality, in addition to the standard requirements for consumer sales. It further mandates designating a specific area within stores for displaying used jewelry and items containing synthetic diamonds or single pieces.

In this regard, the Ministry of Industry and Mineral Resources urged all practitioners engaged in activities related to the manufacturing of precious metals and gemstones without an industrial license to regularize their status and obtain the required license through the “Sanai” platform within six months from the date of implementation of Cabinet Resolution No. (269).

The two ministries reaffirmed their commitment to implementing the provisions of the Law and its Executive Regulations to enhance the efficiency of the precious metals and gemstones sector in the Kingdom, strengthen consumer protection, and improve product quality in the market.
